Infrastructure is an important instrument to enhance Indonesia's business competitiveness with other countries, mainly related to the high cost of logistics in Indonesia. Therefore, the Government of Indonesia will establish a special bank in 2012 to finance infrastructure development. Special infrastructure bank is required as there is no government or private banks which is specialized to finance infrastructure development. Banks in Indonesia do not want to take the risk by providing mortgage financing for the development of logistics. Therefore, the development of infrastructure requires high cost and long period of time and investment for decades. Meanwhile, national banks could only provide a credit facility within three years. This is considered to be difficult to funding infrastructure projects.This bank could be an alternative to financing long term infrastructure projects. The existence of a special bank can support the successful Implementation of action plan of the acceleration and expansion of economic development.Critical questions have to be raised. How urgent and effective is the existence of a special bank to finance the infrastructure ?In thw past there was an Indonesian Development Bank, Bapindo to finance infrastructure projects. But because its performance was deteriorating, then it was merged with three other government-owned banks into a new bank named Bank Mandiri. Based on this experience, then doubts are arised that the bank will suffer the same fate with Bapindo. Its Urgency is also questioned, because the problem does not lie in the reluctance of banks to finance high-cost infrastructure. The banks claim that they still have high commitments to finance infrastructure. The problem is,  the contractor is still facing difficulty of freeing the land,  and the high economic practices in the field even though the credit has been obtained. This is why the number of credit facilities that
have not been disbursed (undisbursed loan) for infrastructure is high.Doubts that arise may be true but it should be remembered that the foundation of government to establish a special bank is not like playing a game. It is based on the recommendation of the Indonesia chambers of commerce and business people. All we need do is to prepare and review, before a special bank is established. The government needs to prepare in advance the rules or a special Act which regulates the duties and responsibilities of special Bank. It is important that the performance of specialized banks will run optimally.
